Opdracht 3 Internationalisering incl. e-mailcontact


Opdracht 3 internationalisering.

Voor de week van internationalisering heb ik contact gelegd met verschillende personen uit allerlei verschillende landen. Uiteindelijk heb ik een e-mail van de Scottish Association for Social Work gebruikt om deze opdracht te maken. Ik vond het lastig precies duidelijk over te laten komen wat mijn vragen waren. Waardoor beantwoording door de respondent lastig bleek.

Allereerst mijn visie:
Als ik denk aan normatieve professionaliteit betreft dit het vlak van de relatie met de client en niet de oplossingsgerichtheid van de maatschappelijk werker. De maatschappelijk werker wordt gevraagd bij normatieve professionaliteit om constant te reflecteren op het eigen handelen in de relatie met de client. Luisteren is een centrale eigenschap die gebruik wordt bij het normatief handelen van de maatschappelijk werker. De vraag die de maatschappelijk werker zich hierbij afvraagt is: ‘is het juist wat ik doe’.

Helaas door vele bezuinigingen en protocollen is er in de Nederlandse hulpverlenende instanties over het algemeen gekozen voor het vijf-gesprekkenmodel. Wat inhoudt dat een hulpverleningstraject niet langer dan vijf gesprekken mag duren, vanwege de hoge kosten. Dan komen we terecht bij instrumentele professionaliteit. Deze richt zich meer op de praktische kanten van het maatschappelijk werk, eigenlijk komt dit neer op de effectiviteit van het hulpverlenen. Waar je met de normatieve professionaliteit vooral bezig ben met het aandacht geven aan het menselijke, subjectieve en beroepsmatig handelen ben je bij instrumentele professionaliteit voornamelijk bezig met ‘bereik ik het doel met de beste middelen en binnen de korst haalbare tijd’. Instrumentele professionaliteit vraagt kennis over vele verschillende methodes en vraagt een kritische houding ten opzichte van het eigen handelen. Normatief handelen, gaat over de heersende normen, nu kunnen we zeggen dat instrumenteel handelen ook een heersende norm is geworden om dat het vijf-gesprekkenmodel in veel hulpverlenende instanties opgenomen is.

Als ik kijk naar persoonlijke professionaliteit staat dat in mijn visie voor het ontwikkelen van je identiteit en het kunnen benoemen van de sterke en zwakke kanten daarin die invloed kunnen hebben op andere. Bij deze professionaliteit ga je na of je als persoon geschikt ben om de rollen van hulpverlener effectief, efficiƫnt en acceptabel uit te kunnen voeren. Opvoeding en socialisatie is de basis van deze professionaliteit. De beroepstechnische en beroepsethische dimensies integreer je als maatschappelijk werker die past bij de beroepspersoon die je bent en wilt zijn.

Omschrijving van T. Parkinson
Maatschappelijk werk wordt voornamelijk uitgevoerd door de vaardigheden, kennis en interventies van een gekwalificeerde professionele hulpverlener. Ze maken gebruik van een scala aan vaardigheden (beoordeling het opbouwen van relaties, counseling, therapeutische interventies belangenbehartiging mentoring, en familie gericht gedragsmatige aanpak)
De maatschappelijk werker werkt ook in samenwerking met scholen, gezondheidszorg, vrije tijd en recreatie en andere onafhankelijke instanties die kunnen zich specialiseren in de verslavingszorg, woede management etc.

Ze werken voornamelijk in de lokale overheid instellingen in Social Work departementen. Er zijn ook ziekenhuis en gevangenis gebaseerd Social Workers, alsmede degenen die werken in de nationale goede doelen die werken met kinderen of oudere mensen of mensen met specifieke problemen, zoals de ziekte van Parkinson of kanker.

Als beroepsvereniging we van mening zijn dat een individuele hulpverlener verantwoordelijk moeten zijn voor het handhaven van hun eigen persoonlijke integriteit en professionaliteit door te zorgen voor continue ontwikkeling, die hun werkgever verantwoordelijk voor het leveren van professionele begeleiding, caseload beheer en middelen, en het betrekken van zich in de praktijk discussies en informatie-uitwisseling met andere beoefenaars.

Sociaal werk als een instrument van sociale verandering, heeft behoefte aan een niveau van samenhang, kwaliteit en een overeengekomen focus en set van ethiek en normen. Het kan gebruikt worden door de overheid voor politieke doeleinden, en het is de verantwoordelijkheid van de sociale werknemers en hun beroepsvereniging aan te gaan met overheden en beleidsmakers om integriteit en eerlijkheid te garanderen, en dat de middelen worden gebruikt om de ontwikkeling van beleid een van initiatieven die praktisch zijn leverbaar , doelgericht, en dat zal effectief zijn in verbetering van het welzijn van de bevolking. Het is ook dienstig om campagne te voeren voor kwesties die de sociaal werk of waar de diensten ontoereikend zijn of wordt ingetrokken

Schotland heeft een zeer brede en diverse populatie, maar wij geloven dat er een sterkere gemeenschapszin en sociale focus binnen haar cultuur dan in sommige delen van het Verenigd Koninkrijk.

Als ik kijk naar de verschillen is zichtbaar dat de professionaliteit van de hulpverlener in beide meningen overeen komen. het enige verschil wat naar voren kwam uit de e-mail van T. Parkinson is dat in Schotland geen reclassering bestaat. Dit wordt opgevangen door Criminal Justice Social Work Service, en elk van de 32 lokale overheden [ook wel raden] hebben een dienst.

Kinderen die beledigend worden verwezen naar de lokale 'Reporter van de het gehoor van kinderen "en een hoorzitting bijeen wordt geroepen na een maatschappelijk werker heeft gedaan een volledige beoordeling. Een panel van getrainde vrijwilliger zich dan een ontmoeting met de Reporter, het kind, zijn ouders de maatschappelijk werker en alle andere relevante partijen. De filosofie is dat als een kind beledigt, dat de schuldige is een indicatie van het niet van dat kind ontwikkelings-en emotionele behoeften te voldoen. Het is dus een steun en corrigerende richten in plaats van een straf is.

I will try to respond to  your questions but they are very broad.

When you say “what is the position of Social Work in the country” it could mean many things;
Social Work in Scotland is in a good position compared to England because of the different ethos, legislation, political and local council structure, and because of better communications between the various bodies in the Social Work establishment and the practitioners.( Quite a bit of this is due to the size of the population and smaller numbers of organisations)

However we are in a difficult position in respect of the drastic cuts in resources, and the increased demand for services created by the world and national economic crisis.

As you may know Scotland is a devolved country within the UK with its own parliament, which is responsible for its own Social Work legislation, national policies and priorities.
The 32 local councils are responsible for the delivery of services, which they do with revenue raised from the local community charge ( tax) and a central government block grant, which is funded by national income tax revenue.

The main focus or service sections in Scotland are;
Children and Families
Child protection
Services for older people
Services for people with physical disabilities
People with Learning disabilities
People with Mental Health Problems

In Scotland ( unlike England and Wales) we do not have a probation Service which deals with offenders and prisoners. This work is all done by a Criminal Justice Social Work Service, and each of the 32 Local Authorities [also called Councils] have a service.

We also have our own way of working with children ( under 18 years) who offend. (commit crime).We maintain them as far as possible in the childcare and support system and keep them out of the Criminal Justice system as long as possible.
We do this through the Scottish Children’s Hearing System.

Children who offend are referred to the local “Reporter to the Children’s Hearing “ and a hearing is convened after a Social Worker has done a full assessment. A panel of trained volunteer citizens then meet with the Reporter, the child, its parents the social worker and any other relevant parties.

The meeting is to look at the needs of the child to help them to change their behaviour and to stop offending. This may be support from a social worker, special youth support programmes or specialised education.
The philosophy is that if a child offends, that offending is an indication of failure to meet that child’s developmental and emotional needs. It is therefore a support and remedial focus rather than a punitive one.

Social Work is primarily carried out through the skills, knowledge, and interventions of a qualified professional Social Worker. They will utilise a range of skills ( assessment relationship building, counselling, therapeutic interventions advocacy mentoring, and family focused behavioural approaches)
The Social Worker will also work in partnership with schools, health professionals, leisure and recreation services and other independent agencies who can specialise in substance abuse, anger management etc.

They primarily work in Local Authority settings in Social Work Departments. There are also hospital and prison based Social Workers as well as ones who work in national charities that work with children, or older people or people who have particular problems such as Parkinson’s Disease, or cancer.

As a Professional Association we hold the view that an individual social worker should be responsible for maintaining their own personal integrity and professionalism by ensuring continuous development, holding their employer accountable for providing professional supervision, caseload management and resources, and involving themselves in practice discussions and information exchange with other practitioners.

Social Work as an instrument of social change, needs a level of consistency, quality and an agreed focus and set of ethics and standards. It can be used by the government for political ends , and it is the responsibility of Social Workers and their professional association to engage with governments and policy makers to ensure integrity and fairness, and that resources are used to develop policies an initiatives that are practical deliverable, appropriately targeted, and that will be effective in improving the welfare of the population. It is also appropriate to campaign for issues affecting Social Work or where services are inadequate or being withdrawn

Scotland has a very widespread and diverse population, but we believe there is a stronger community spirit and social focus within its culture than in some parts of the UK.

Since Devolution at the turn of the century our development has become more distinct from that of England in terms of priorities, costs systems and approaches.

We realise that there is a financial challenge to these choices, which is why the current debate over a referendum about total independence for Scotland is so fiercely debated.

I hope this has answered your questions to some extent, but as I said, they were very broad questions and there is no chance that I could give fully comprehensive answers covering all possible meanings.
If you would like more detailed answers on any smaller focussed area of Social Work in Scotland let me know and we will try to oblige.
